Hi there  just wondering do I need to fly on vatsim  for  acars  to work or  can I just simply  just fly

No you can just fly! ACARS logs your progress regardless of what network you fly on

It will ask you how you are flying your flight; offline, vatsim or ivao. But this is purely for logging purposes and has no effect on the logging process
